Zachary Allman
Magistrate
WV Supreme Court of Appeals
Zachary Allman is the son of Mike and Nancy Allman of Moundsville. Mike is a retired coalminer and Nancy was a nurse at Reynolds for over 20 years. The Allman family has lived in Marshall County since 1840. Zack attributes his success to the blue-collar work ethic instilled by generations of rough hands and strong backs. Following the September 11th attacks on the homeland, Zack left college for basic training and was deployed during Operation Iraqi Freedom from 2003-2004. Zack is a recipient of the combat action badge, army commendation medal, army achievement medal, etc. He was honorably discharged after completion of service with the rank of Sergeant. Zack continued his service as a Marshall County Deputy Sheriff for nearly 12-years. A majority of his law enforcement career focused on investigating crimes against women and children. In particular, he became an expert in the field of sexual assault, child abuse, and internet crimes against children. Zack then worked for the Marshall County Prosecutors Office where he presented all Marshall County grand jury cases. He was also the primary handler of Liberty, West Virginias very first courthouse therapy dog. Zacks work with child victims was recognized by the WV Child Advocacy Network who presented him with the Professional with Courage award in Charleston, WV. Zack is also employed as a part-time College Professor at both Wheeling University and Bethany College where he teaches criminal justice. Zacks Bethany College class gained some state-wide attention when they presented their scholarly research to the Senate, developing West Virginias first law protecting primarily women being targeted through the release of explicit material. Zack holds a bachelors degree in Criminal Justice from West Liberty State College. A masters degree in Organizational Leadership from Wheeling Jesuit University and is currently pursuing his doctorate in Law and Policy. Zack is a member of Marshall Union Lodge #8, Veterans of Foreign Wars, and the American Legion. He is happily married to his high school sweetheart Morgan who is an elementary school teacher. They are raising their two sons together in Glen Dale, WV. The Allman family spends most of their evenings and weekends at the baseball field watching their boys play throughout the spring, summer, and fall. Zack was recently awarded the Distinguished Mountaineer award from the WV Governor for his service to this state. Zack was appointed magistrate by the Circuit Court in February of 2019 and won his first election in 2020. He uses his training and sound judgment to oversee the application and enforcement of state laws, municipal laws, and court procedures. Zack hears misdemeanor cases and conducts preliminary examinations in felony cases. In addition, he issues and records affidavits, complaints, arrest warrants, and search warrants, as well as sets bail and makes decisions concerning proposed plea agreements, the collection of courts costs, cash bonds, and fines. Zack also issues emergency protective orders in cases involving domestic violence.
